The Borough Clerk's office is entrusted with numerous and diverse duties. By law, it acts as secretary to the governing body and liaison between the governing officials and the taxpayers. It is directly responsible to the Mayor and Borough Council and provides them with essential information. It serves as the licensing official (dogs, alcoholic beverages, peddlers, raffles, bingo, games of chance) and issues permits for special affairs. It is also the keeper of the Borough's records and has the task of collecting and preserving them. Among the office's most important duties is its position as the election official for the Borough. The Borough Clerk is charged with ensuring that each election is run in the most efficient and upstanding manner.

ELECTION AND VOTER REGISTRATION

WHEN ARE THE PRIMARY AND GENERAL ELECTIONS?

The Primary Election is held on the first Tuesday after the first Monday in June. The General Election is held on the first Tuesday after the first Monday in November.

WHAT TIMES ARE THE POLLS OPEN? 

6 am - 8 pm

I WANT TO REGISTER TO VOTE. WHAT GUIDELINES MUST I FOLLOW?

You must be 18 years of age by the election. You must reside in Mountainside Borough at least 30 days prior to the election. You must be a Citizen of the United States.

WHEN MUST I REGISTER TO VOTE TO BE ELIGIBLE TO VOTE IN THE NEXT ELECTION? 

You must register any time prior to the 21st day before any election to be eligible to vote in that and subsequent elections.

WHERE DO I GO TO REGISTER TO VOTE?

At the Mountainside Borough Clerk’s Office, at the Union County Board of Elections, or at any Motor Vehicle Office or Welfare Office.

ABSENTEE BALLOTS 

In New Jersey, any voter can now vote by Absentee Ballot for any election. You do not need a reason for an Absentee Ballot. A voter may apply for an Absentee Ballot by completing an Absentee Ballot application and mailing the application to the County Clerk by mail up to 7 days prior to the election. A voter may also apply in person to the County Clerk until 3:00 pm the day before the election. The County Clerk cannot accept faxed copies of an Absentee Ballot application since an original signature is required.

WHEN IS THE LAST DAY TO APPLY FOR AN ABSENTEE BALLOT? 

If mailed, no later than 7 days before the Election  If delivered in person to the County Clerk’s Office, no later than 3:00 P.M. the day before the Election.

MILITARY ABSENTEE BALLOTS:

Military personnel and dependents may vote by military absentee ballot if: 

You are in the Military Service You are a spouse or dependent of someone in the military, you are a patient in a VA Hospital, or you are a civilian attached to the armed services.

 WHERE DO I VOTE? 

Please refer to the sample ballot which the County Clerk’s Office mails to you or contact the Borough Clerk’s Office.

WILL I EVER BE REQUIRED TO RE-REGISTER? 

Voter registration in New Jersey is permanent except when the voter has moved from the county in which they are registered. A Voter who moves within the same election district remains registered and may be allowed to vote for two years. If a Voter moves within the County within 29 days preceding the election, they may vote at their newly designated polling place by means of Failsafe Ballot. You should contact the Union County Clerk for this information.

I CANNOT APPEAR IN PERSON TO REGISTER. CAN I REGISTER BY MAIL? 

Yes, by completing a mail-in registration form. An application can be obtained from either the Borough Clerk of the Union County Clerk.

HOW DO I CHANGE MY PARTY AFFILIATION?

A Party Declaration Form must be filled out. (May be obtained from either the County Board of Elections or Borough Clerk). Party Declaration Forms must be received by the Union Board of Elections no later than 50 days prior to the Primary.

DOG AND CAT LICENSE INFORMATION

YOUR DOG AND CAT MUST BE LICENSED! DID YOU LICENSE THEM IN JANUARY?

If you did not receive an application, please contact the Borough Clerk's Office at (908) 232-2400. State law dictates that dogs must be licensed when 7 months old or after 10 days residence. An up-to-date rabies vaccination is required before licensing. If your dog is spayed or castrated, the license fee is $7. You must supply either a veterinarian's certificate or a sworn, notarized statement. An additional $3 fee is charged for all un-neutered dogs.


MINUTES/AGENDA/RESOLUTIONS/ORDINANCES

The Borough Clerk is charged with the maintenance of all public records, including minutes, agendas, resolutions, and ordinances of the Borough Council. In an effort to make these documents available to the public, copies of all Borough Council meeting minutes are on file at the Mountainside Public Library.  Should you desire copies of resolutions and ordinances, please call the Borough Clerk's office at (908) 232-2400 or visit the office at the Borough Hall.
